DeLocalizer is a one-time-run utility that can remove language localizations from OS X, thus freeing up upwards of a gigabyte of drive space.

It's not officially supported under OS X 10.3, and is no longer under development. For a current project that's supported under 10.3, you might want to try Monolingual.
